The simple answer is yes and no doubt the EU would be very happy with that outcome although things may change if the negotiations do not start to be more possitive. Ultimately the decision to leave the EU rests with the United Kingdom; it was after all our decision, our vote and our democratic process that set Article 50 on its way so in theory, the UK could abandon its exit negotiations. That remains the case up until the point of no return which would be the at signing of the withdrawal agreement and its subsequent ratification in law. Once the withdrawal is completed the UK could in theory apply to rejoin at anytime just like any other state currently attempting to join the EU. Staying within the EU does not seem very likely despite the fact that a Government could reverse the process so the answer is yes but no, but possibly, but unlikely.
